Picture two sellers listing homes in San Rafael the same week. One is in Gerstle Park, a few blocks from Fourth Street. The other is in Terra Linda, off Freitas Parkway. Same city. Same county recorder. Same general closing timeline in their heads.
Only one of them needs a sewer lateral inspection before escrow can close, and it isn't the one most people would guess.
That single fact is the thing this post exists to explain, because it catches sellers, and more than a few agents new to the area, off guard every year. San Rafael is not one sanitation jurisdiction. It's two, and the line between them isn't a zip code or a neighborhood name. It's a literal hill.
According to the City of San Rafael, everything south of the top of Puerto Suello Hill falls under the San Rafael Sanitation District. Everything north of it falls under the Las Gallinas Valley Sanitary District. Puerto Suello Hill sits along Highway 101 between downtown San Rafael and Terra Linda, and it does more than separate two drives to the grocery store. It separates two entirely different sets of obligations for anyone selling a house.
South of the hill, you're in San Rafael Sanitation District territory: Central San Rafael, Gerstle Park, the downtown core, and the older residential streets built out earlier in the city's history. North of the hill, you're in Las Gallinas Valley Sanitary District territory, which covers Terra Linda, Marinwood, Lucas Valley, Santa Venetia, Los Ranchitos, and the Smith Ranch Road area.
If your title company or agent tells you "San Rafael doesn't require a sewer lateral inspection to sell," ask them which side of the hill they mean. The answer changes everything that follows.
The San Rafael Sanitation District states plainly that it currently does not require a sewer lateral inspection before a property changes hands. If your home sits in Central San Rafael or Gerstle Park, you won't hit a point-of-sale inspection requirement as a closing condition.
That's a real advantage on a tight timeline, but it isn't a reason to skip the question entirely. The lateral, the privately owned pipe connecting your house to the public sewer main, remains your responsibility to maintain whether or not a district demands proof of it. Gerstle Park has some of the oldest housing stock in San Rafael, and older clay or cast iron laterals are more prone to root intrusion and cracked joints over time. A buyer's independent inspector may still flag it, and a district with no point-of-sale rule today can add one tomorrow. Treat "not required" as "not required yet," not as "never worth checking."
Cross to the north side of Puerto Suello Hill and the rules tighten considerably. The Las Gallinas Valley Sanitary District requires an inspection of the lateral, and any associated drainage, before close of escrow whenever a home is for sale and valued at $30,000 or more. In practice, that threshold covers essentially every home in Terra Linda, Marinwood, Lucas Valley, Santa Venetia, and Los Ranchitos.
The inspection has to be performed by a licensed plumber or a Pipe Assessment Certification Program certified inspector, and the district processes the results through its own review. As of 2026, a standard review runs $250 and takes up to 10 business days. If you need it faster, an expedited review costs $500 and takes up to 5 business days. Payments and paperwork go through the district's administration office on Lucas Valley Road in San Rafael.
Ten business days doesn't sound like much until you're staring down a 21-day close and realize the clock started the day escrow opened, not the day you first thought about it.

The gap in that table is the whole story. Two homes three blocks apart, sold the same month, can face a $0 requirement on one side and a mandatory inspection with a real fee and a real clock on the other.
If your Terra Linda home was built between 1955 and 1966, there's a good chance it's an Eichler, and Eichlers route their drain and sewer lines differently than a typical ranch house. Rather than running pipe beneath a crawl space, Eichler construction sends those lines through and under the concrete slab the house sits on. That's a well known feature of the design, and it means a lateral inspection on an Eichler isn't quite the same job as one on a post-and-beam house down the street.
Locating a problem, and fixing one if the inspection finds it, generally takes more specialized know-how and more time when the pipe runs under a slab instead of open ground. If you're selling an Eichler in Terra Linda, build in extra runway before you assume the standard 10-day review window will cover the whole process, inspection and any repair included.
The mistake we see most often isn't ignorance of the rule. It's timing. Sellers north of Puerto Suello Hill sometimes wait until an offer is accepted to think about the lateral, then discover the standard review alone eats nearly half of a three-week escrow, before any repair work even starts.
The better sequence is to have the inspection done before you list, not after you're under contract. That gives you the result in hand when buyers start touring, lets you price with full information, and removes a variable that could otherwise stall or renegotiate a deal in its final stretch. If your property sits in San Rafael north of the hill, this is one of the first calls to make once you decide to sell, right alongside talking to your agent about staging and pricing strategy.
How do I know which district my home is in? Puerto Suello Hill is the dividing line described by the City of San Rafael, but property lines don't always match a mental map of a hill. If you're unsure, the safest move is to confirm directly with the city or the sanitary district before you list, rather than assume based on your neighborhood's general reputation.
Does a clean prior inspection count forever? No. Compliance documentation has a limited shelf life, and requirements can change between owners. Don't assume a certificate from a previous sale still applies to yours.
What if the inspection finds a problem? Then repair becomes part of your pre-listing or escrow timeline, and in Terra Linda's Eichler-heavy pockets, that repair may take longer to schedule and complete because of the slab construction. Budgeting time for a possible repair, not just the inspection fee, is the safer assumption.
Does this affect buyers too? The obligation as described applies at point of sale, and how the cost and timing get split between buyer and seller is typically a matter of negotiation in the purchase agreement. It's worth raising early rather than late.
San Rafael isn't one market for this purpose. It's two, split by a hill most people drive over without a second thought. Knowing which side your address falls on, and building the right timeline around it, is the difference between a smooth close and a scramble in the last two weeks of escrow.
